Unlimited Party parameter not working

I set the Value to 1, and head on into broken hills to recruit Marcus but he still insists he's done travelling with a crowd. I've got Project Restoration installed If that may be causing interference.

Not sure if I did this right, I enabled Debug - went back and spoke to Marcus - and generated my debug package, but here it is

You put fo2tweaks into main game dir, while it's
supposed to go into
mods subdir.
