Both FSE and F2SE are deprecated by F12SE, which is the one you want.
F2Wedit is also a bit old. It doesn't support newer sfall features used in RPU. Try ProtoManager instead.

You should be able to use avi container extension to get mp4 played without conversion to mve. That's what we do for music. I can reproduce the crash. However, the reason is not clear. It looks like some conflict with Inventory Filter, because if you go into mods directory and rename InvFilter's directory (add .bak at the end) to disable it, the crash also doesn't occur.
