So what you're saying is I edit all the spells I want to cancel the effect with near infinity, then put a copy of them in a folder. Ok, But how do I go about making a tp2, tpa and all that other stuff thats like "if" ,"run" "end" .

Also I think I found a solution to the issue after asking different modders around. A paticular modder told me that to cancel out her own spell she added, she just went through all the specific Wizard and cleric spells she wanted to cancel that spell and added a line to cancel out her mod added spel...

I can't reproduce, so you'll have to provide more details. Internally, this is achieved by setting the visual range to 0 (which is not equivalent to blindness), so the character can't cast on what he can't see.
