Using RPU 2.3.3u26 and FO2Tweaks 12.10 and I see the same behaviour. Using the version of SFALL that comes with RPU. However if I change color_critters to a different colour it seems to work with Fog of War enabled. I tested with color_critters=16 color_critters=64 color_critters=16 works quite well...
