UPDATE: Under Steam directory, Nvidia Control Panel's Max Frame rates is the one causing slowdowns + screen tearing. So forcing it ON via Nvidia Control Panel reintroduced the slowdowns/tearing in the Steam directory main RPU "user-unmodded" game. So forcing it OFF via Nvidia Control Panel...

Progress Update: Got rid of screen tearing! Apparently, it was something with my Nvidia Control Panel. Basically what I did is to turn off ALL optimizations/changes that I forced via Nvidia Control Panel. Main culprit I think was to turn off Frame Limiter at 60 fps. FINALLY! DX9 mode 6 worked. Yes, actually windowed_fullscreen is the one working the best. I have tried fullscreen as well, but still I'm at a loss at why my performance in Fallout 2 is so atrocious still. Haven't found out the culprit yet.
